That distinction matters. Legal compliance represents the minimum accepted condition. It does not guarantee that alarms will detect smoke early, that sprinklers will operate effectively, or that horses can be removed before a fire blocks the aisle.

Minimum compliance is insufficient when animals depend entirely on human preparation.
